Sullivan County covers an area of 413 square miles and has three police departments and one sheriff's office to provide law enforcement services to a population of 153,048 citizens. Patrol Officers are the front line of law enforcement and are dispatched to the scene whenever calls for service are received, whether they involve calls for information, domestic disturbances, motor vehicle accidents, crimes against persons, crimes against property, or other emergencies of any nature.

In order to respond effectively to these calls, the Sullivan County Sheriff's Office has elected to utilize a schedule of patrol shifts that provides the greatest number of officers working during peak hours of demands for service. There are four shifts of twelve officers. Officers work twelve - hour rotating shifts. Two officers from day shift work 9am-9pm and two officers from night shift work 3pm-3am. This results in six hours each day with up to sixteen patrol officers on duty.

Manpower is an issue of major consequence in law enforcement. Traffic details, escorts, protection details, planned and unplanned officer absences, and other unexpected events are a never-ending problem. We address this issue by utilizing personnel that are members of specialized teams, or the additional personnel that work the overlapping shifts may be assigned to work special events/details by the Patrol Captain.

In 2007, the Patrol Division responded to 58,500 calls for service.
